Stakeholders
The Regional ITS Architecture resulted from the consensus input of a diverse set of stakeholders, encompassing traffic, transit, public safety, and many other operating agencies at local, state, and national levels. It includes both public and private sectors and spans the organizations that manage, support, or are impacted by the surface transportation system, with particular focus on agencies that operate transportation systems in the region.

All Trip Planning Services | These are Trip Planning Services that take in schedule and schedule adherance information provided to the public by Intercity Transit, and distributes this information to their users. |
City of Lacey | Owns and operates traffic signal infrastructure within the City of Lacey's municipal boundaries as well as certain signals within unincorporated Thurston County. Also provides police, fire, and EMS services including freeway incident response. |
City of Olympia | Owns and operates traffic signal infrastructure within the City of Olympia's municipal boundaries, operates and maintains WSDOT traffic signals at interchange ramps, operates and maintains signals within Olympia's urban growth area for Thurston County, and operates and maintains City of Tumwater signals along a specific corridor near interchange ramps. Olympia also provides Police, Fire and EMS services including freeway incident response. |
City of Rainier | City in the southern portion of Thurston County which currently does not have any ITS. |
City of Tenino | City in the southern portion of Thurston County on the junction of SR 507 and the Old Hwy 99 which currently does not have any ITS. |
City of Tumwater | Owns and operates traffic signal infrastructure within the City of Tumwater's municipal boundaries. Also provides police, fire, and EMS services including freeway incident response. |
City of Yelm | Largest city in the southern portion of Thurston County with signals operated by WSDOT Olympic Region. |
Commercial Vehicle Operators | Freight and vehicle operators which travel through and within Thurston County. |
Federal Highway Administration (FHWA) | Responsible for oversight of federal transportation policies and administration of federal transportation funding, including Intelligent Transportation Systems integration and interoperability. |
Intercity Transit (IT) | Intercity Transit operates fixed-route (bus) and demand responsive (Dial-A-Lift) public transportation in Thurston County as well as express routes into Pierce County. IT is In the process of implementing Transit Signal Priority with regional partners. |
Local Emergency Services in Thurston County | Includes local jurisdiction fire departments, local jurisdiction police departments, Thurston County Fire Districts, and the Thurston County Sherrif's Office. |
North Thurston Public Schools (NTPS) Transportation Department | School District in Thurston County with 22 elementary, middle, and high schools, and over 14,000 students enrolled. The NTPS Transportation Department has school bus tracking using Zonar with plans to implement more Zonar capabilities in the future. |
Port of Olympia | The mission of the Port of Olympia is to create economic oppourtunities by connecting Thurston County to the world by air, land, and sea. |
TCOMM 911 | TCOMM 911 is a countywide enhanced 911 answering point and dispatch center for all law enforcement, fire services, and Medic One departments. TCOMM 911 serves all of the cities, towns, and unincorporated areas within Thurston County. |
Thurston County Emergency Management | Mission: To save lives, prevent injury, and protect property and the environment by taking reasonable and affordable measures to mitigate, prepare for, respond to and recover from disasters. |
Thurston County Public Works | Owns traffic signals in unincorporated sections of the County, operated under contract by the City of Lacey and City of Olympia. |
Thurston Regional Planning Council (TRPC) | Federally-designated Metropolitan Planning Organization (MPO) for Thurston County made up of local governmental jurisdictions within Thurston County, plus the Confederated Tribes of the Chehalis Reservation and the Nisqually Indian Tribe. Developer and maintainer of the Thurston Region ITS Architecture. |
Town of Bucoda | Town in the southern portion of Thurston County which currently does not have any ITS. |
Traveling Public | This stakeholder represents the broad, diversified group that uses surface transportation services in the Thurston County jurisdictions, including both public and private vehicle operators, transit users, and non-motorized users including bicyclists and pedestrians. |
Washington State Department of Enterprise Systems (WA - DES) | WA - DES manages parking resources on the Washington State Capitol Campus with plans to implement Smart Parking in the future. |
Washington State Patrol (WSP) | The WSP patrols the State Routes of Washington State and assists local jurisdictions in policing efforts. |
WSDOT Headquarters | WSDOT Headquarters is responsbile for statewide operations for Washington State. |
WSDOT Olympic Region | Owns and operates traffic signals as well as other ITS infrastructure in the region. The Olympic Region Traffic Management Center (TMC) in Pierce County is responsible for traffic management in Thurston County. |
